摘要
城市化是中国走向现代化的必然趋势,随着土地征用规模的扩大,不可避免地产生了失地农民这一新的弱势群体,这一弱势群体的问题也就成为全面建设小康社会过程中一个极为严重的社会问题。建立失地农民社会保障制度,以土地换保障,保障失地农民的基本生活,维护失地农民的合法权益,成为解决这一社会问题的有效途径。
Urbanization is an inevitable trend for China to go to modernization. With the expansion of taking over for use of rural land, there appears a new weak group of farmers who have lost their farmland. The problems of this group of people have become the serious social problem in an all - round way of developing a well - off society. Establishment of a social security system for losing land farmers has become an effective solution to this social problem, through exchange the social security by farmland, to guarantee the losing land farmers＂ basic life and their legal rights and interests.
