摘要
阐述建设创新型城市关键在于创新型人才。创新型人才的地位和作用集中体现在三支主体队伍中,创新型人才需要通过创新型的人才管理工作来培养和造就。提出应结合城市自身特点和实际,通过人才管理工作的创新,培养造就创新型人才。
This paper explains, that innovative city construction needs innovative talents. The status and effect of the innovative talents are embodied in three main parts of talents, Training and using the innovative talents should be realized by the talents management project (work), and these two aspects should combine with city's own characters and facts of Dalian. The author puts forward that based on the management and education of innovative talents,the innovative talents would play an important role in our society.
