摘要
我国将近20多年的医疗卫生体制改革没有取得预期效果,关键是我国仍然是一种经济建设型的政府模式,政府的主要职能和组织形式都是按照经济增长的需要设定的,而不是根据公共服务的需要而设定的。医疗卫生事业在很大程度上属于公共服务,在政府转型不到位的情况下,单兵突进的医疗卫生体制改革很难取得积极效果。我国下一步必须以政府转型为重点,加快建设公共服务型政府,把医疗卫生体制纳入公共服务体制的基本框架下统筹规划。
In China, it has not been taken expected effect in the field of the medical reform for nearly 20 years. The main reason lies in the economics-constructing government, in this pattern of the government, the fundamental role of the government is only to boost economic growth, but not to supply public service. Since the wrong function of the government could not be changed rapidly, the medical reform will not be succeed naturally. From now on, for a better condition of the medical system, we must take government transformation as the focal point of the medical reform. We must build government that orients to public service, and bring the medical reform into the fundamental structure of the public service system.
