摘要
在政府危机治理中,应运用治理观念改造政府、制定专门的危机治理法律法规、建立政府与社会组织的合作治理机制、提高政府官员引入公民参与的积极性等途径,实现公民有序参与危机治理。
Government should in crisis governance accomplish citizen＇s available participation through remolding government by governance theory, enacting special law on crisis, building cooperative mechanism between government and NPOs, exerting official enthusiasm for citizen＇s participation and other approaches.
