摘要
针对失地农民的社会保障问题，政府采取了积极措施，但仍存在现行补偿标准过低、采取单一货币补偿方式、对农民未来保障考虑不周全等问题。因此，需要通过改革征地制度，提高土地补偿标准；发挥政府主导作用，引导失地农民参加各种社会保险等措施，转变思路、创新手段，积极探索利用商业保险手段解决失地农民社会保障问题，从而缓解政府财政压力，解除农民后顾之忧。
Even though the Chinese government has taken proactive measures to solve the social securities issue faced by dislocated rural population, there are still such problems as low level of compensation, sole monetary compensation method and lack of consideration for the future livelihood of them. Therefore, we should reform the land appropriation policy and increase compensation standards. We should also guide this population to participate into various social insurance plans with the assistance of government support. Furthermore, we should also change our line of thought, innovate our methods, and explore the usage of commercial insurance to solve the social securities issue of dislocated rural population, lessen the fiscal pressure of the government, and eliminate future concerns of the rural population.
