摘要
在传统社会中,财政供养率是衡量财政负担状况的一个重要指标。财政供养率过高会浪费大量社会财富,从而影响传统社会向近代社会转型的进程。英国的政治传统,决定了都铎王朝较低的财政供养率。这种小政府大社会的格局,使政府运行成本降低,使民众负担较轻,从而有效地保证了社会财富的积累,为英国社会转型创造了有利的政治、经济条件。
In traditional society, the rate of financial support is an important index indicating financial burden. Extremely high rate of financial support wastes social wealth and thus affects the process of transition from traditional society to modern society. The political tradition of Tudor dynasty determines its low rate of financial support. Such small government with a big society makes the administrative cost and the mass＇ financial burden low, and as a result, guarantees the accumulation of wealth and provides favorable political and economical conditions for transition.
