摘要
汇率理论研究和经济实践表明,中国的人民币汇率必然走向自由化,但是,对于实现自由浮动汇率所需要的条件、时机及方式等,国内学者的学术研究还不充分。本文认为,根据我国经济体制改革的基本经验,人民币汇率体制改革应当是循序渐进的,要同我国的国情相适应。当前,人民币汇率自由化改革的重点是推进国有商业银行体制改革,加快利率市场化进程,提高金融市场监管和抵御金融风险的能力,为最终实现人民币自由兑换创造条件。
The research of exchange rate theory and economic practice proved that our country should reform the factually fixed exchange rate system, and gradually change into the free exchange rate system. However, the research of its condition, time and ways has not enough. According to our experience of economic system reform, the process of RMB exchange rate system is suggested to be adjusted to the present situations of China and to be advanced gradually in due order and in a sound manner. At present, the emphasis of our work is the reform of state--owned commercial banks, the promotion of the market mechanism of interest rate, and the strong supervision of banking as well as resistance of risks, which create the condition of RMB conversion freely.
