摘要
本文对IP电话网与传统固话网的接入费问题进行研究。考虑到重复建设问题,IP业务离不开处于垄断地位的本地市话运营商提供的接入服务,现行的基于资费的网间结算制度存在弊端,制约了IP电话业务的发展。本文通过对IP电话业务实现流程的研究,对其实现过程发生的成本进行分析,以期对制定基于成本的接入费定价提供参考。
This paper focuses its research on the charge for the access of IP - phone networks to traditional fixed phone networks. In order to reduce the cost of the reconstruction, the IP- phone network must use the service provided by the locally- monopolized business with fixed networks in. However, the present price - based system of intereonnection costs restricts the development of IP - phone. In this paper, the architecture of IP - phone systems of hardware and software is described and the cost of the IP - phone is analyzed, which may be useful to the establishment of cost - based system of charge for intereonnection.
