摘要
农村公共服务体系建设要求厘清科学发展内涵,以提高农业生产力、提高农民生活质量、提高农民综合素质和提升社会管理水平为根本目标;突出农民权利主体和政府责任主体的地位,强调非政府组织服务载体的功能;综合运用民意表达、互动协商、行政主导和市场机制等多种方式,提升公众满意度和供给有效性;梯度推进义务教育、公共卫生、社会保障、公共安全、基础设施、劳动就业、文化娱乐和信息服务等公共服务项目,促进农村社会和谐。
To build the public service system in the socialist new rural area, it is necessary to comprehend the scientific development concept, aiming at improving agricultural productive forces, living standard and comprehensive quality of peasants, developing the social managerial skill. We must emphasize the rights of peasants, the responsibility of governments and the functions of NGO. In order to satisfy the masses and improve service efficiency, we must apply public opinion expression, coordination and market-based public administration comprehensively. For promoting social harmony in the socialist new rural area we must provide compulsory education, public health, social insurance, public safety, public infrastructure, employment service, information service and entertainment in proper order.
