摘要
本文以科学发展观为指导,强调了区域经济质量评价的必要性。在分析了GDP核算在区域经济质量评价中的诸多局限后指出,科学发展观对于区域经济发展提出了新的要求和标准,科学发展观的三大目标,即社会系统和自然资源环境系统保持和谐,区域间(社会经济系统内部)协调发展,区域内经济长期、稳定、健康发展,这三大目标的具体化,就是区域经济质量评价的基本内容。
This paper places stress on importance of assessing the quality of regional economy by referring to the scientific concept of development. The authors first analyze the limitations of GDP in the assessment system, and then propose some new requirements and criterias for assessment accordingly. The authors maintain that the basic ideas of the proposed assessment system are the three major goals of the scientific concept of development. They are： harmony between the social system and the natural system; balanced development across regions （within the social economic system）, and long-term, stable and healthy development within the regions as well.
