摘要
通过对日本私立医疗服务机构的发展历程、现有数量与规模、服务功能、经营状况等进行介绍,揭示了私立医疗机构在日本医疗服务体系中的地位及其对整个国家卫生系统绩效的贡献。同时,介绍了日本政府对私立医疗服务机构进行培育和监管的相关职能,并重点介绍了政府如何通过制定规则和举办公立医疗服务机构来参与竞争,确保私立医疗服务机构的健康成长。由此探讨我国的医疗卫生改革如何借鉴日本的经验,充分运用市场机制和政府职能的调节手段,提高我国医疗资源的运营绩效。
By giving an account of the development history, current number and scale, service functions and operating status of private medical institutions in Japan, the paper shows their position in Japan＇s medical service systems and their contributions to the performance of the entire health systems of the country. It also gives an account of the relevant functions of the Japanese government in cultivating and supervising the private medical institutions, focusing on how it ensures their healthy growth through the formulation of rules and regulations and the establishment of public medical institutions to compete with them. The paper then discusses ways of adopting the experiences of Japan in the medical and health reform in China and making full use of the regulating roles of market mechanisms and government functions so as to more efficiently use the medical resources in China.
