作为中亚地区最大的产油国和石油消费国,哈萨克斯坦将石油工业列为优先发展的产业,致力于利用外资、外国先进技术和工艺发展石油工业,今后将展开不同方向的石油出口管道建设,并提高石油深加工能力。为此,哈萨克斯坦采取了一系列措施,吸引外资,促进对外合作:1)坚持稳定税收和保护投资者权益的政策;2)避免国际经济合作的政治化;3)逐步完善相关法律法规;4)推进与邻国的油气合作。新疆与哈萨克斯坦山水相连,经贸往来频繁,已成为中国西部大开发的主要能源基地,也是“稳定东部,发展西部”能源战略的桥头堡。因此,新疆与哈萨克斯坦在油气能源领域,特别是在哈萨克斯坦石油化工业发展相对滞后的领域有巨大的合作潜力和空间。
As the biggest oil producer and consumer in Central Asia, Kazakhstan's number-one industry is petroleum. Besides spurring the growth of its oil industry with foreign investment and cutting-edge technology, Kazakhstan also devotes much effort to constructing oil export pipelines and to deepening its oil processing capacity. In an effort to increase foreign investment and cooperation in oil development, Kazakhstan seeks to sufficiently protect investors' rights and interests while preserving oil as a steady source of taxation income, to minimize political intervention in oil development cooperation with foreigners, to improve oil-related laws and regulations, and to cooperate further with neighboring countries in oil and gas development. Located adjacent to Kazakhstan and with close business ties to it, Xinjiang is now a major energy base in China and critical to A the implementation of China's energy strategy of stabilizing oil production in the East while increasing it in the West. There is enormous potential for cooperation between Xinjiang and Kazakhstan in developing oil and gas fields, particularly in the petrochemical segments where Kazakhstan needs China's technologies.
