摘要
文章对促进循环农业发展的政策支持体系进行了研究,提出“以可持续发展观为指导,推动各级政府制定全局政策”;“着眼弱质产业发展,建立工业反哺农业的长效机制”;“制定农业科技专项行动计划,强化科技支农制度建设”“;改革农业投资体制,多渠道筹措循环农业发展所需资金”以及“制定相关政策,形成有机结合的政策体系”等政策建议。
The paper studies the policy supporting system to promote circulating agricultural development, and puts forward such suggestions as taking the ideas of sustainable development as guidance to promote the different levels of government institution to establish overall policies, establishing a long effective mechanism to turn over industry to feed agriculture to promote weak agricultural industrial development, establishing the agricultural special action plan of science and technology and strengthening the farming system construction, reforming agricultural investment system and raising multi-channel funds for circulating agricultural development as well as establishing related policy to form organic combination.
