摘要
目前民警在执法活动中主要存在四种消极作为现象:失职不作为,违规乱作为,茫然不知为,作为不到位。公安执法消极作为的原因既有作为人执法思想不端、执法素能不高的主观因素,也有执法监督不力、执法环境不佳的客观因素。公安机关要把党的方略、历史任务和先进理念体现在权力运行上,树立人民警察以人为本、执法为民的理念,进一步解决公安执法消极作为问题。
Nowadays, there are four negative factors in law enforcement of public security organ. The main origin of negative factor includes subjective understanding and objective reality. We should set up the new concepts of human as origin and enforce the law for the people to find a way out of the difficulty.
