摘要
建设社会主义政治文明是全面建设小康社会的重要目标,政治文明建设要以人为本。人权保障是政治文明建设的要求;人权立法是政治文明制度建设的内涵;人权入宪是政治文明进步的体现。
It is a key aim of comprehensively establishing a well-off society to achieve the socialistic political civilization, achievement of which should be human oriented. Assurance of human rights is inherently claimed by political civilization. And human rights legislation is the way political civilization can be achieved. Human rights to be included in the Constitution is an indication of progress in political civilization.
