利用互联网传播黑客技术的行为是众多计算机犯罪的“罪魁祸首”,严重危害网络安全,对用户的合法利益造成巨大损害。这种行为的实质是向他人传授犯罪方法,情节严重的应构成传授犯罪方法罪。
The distribution of the ways to attack computer networks or to create and spread computer viruses, which often results in the high crime rate of computer crimes, endangers the security of networks and is a potential threat to the legal rights of net users. Such behavior is substantially an offense to impart criminal methods and may constitute the crime named thereof.
