摘要
在经济体制改革时期,地方政府在培育市场主体和市场机制等方面发挥着不可替代的作用,但地方政府的这些职能随着体制改革的深化已逐步显得不适应,这就需要地方政府重新思索战略机遇期内自身的职能,以破解“诺斯悖论”等问题。
In economic system reform era, local governments play un - alternative role in the aspects of local governments＇cultivating market main body and market mechanism, but the duty of local government can not accord with the development with the reforming of the system. This requires local governments to rethink self - duty in strategic opportunity era to solve ＂North Paradox＂ and so on.
