摘要
有效开发和充分利用人才资源,推进人才强市,是加快衡阳发展的“四个要求”的必然选择。目前我市的人才资源开发仍面临着“四个不”的困境。走出困境的相应对策是深化认识,转变观念;科学定位,明确目标;尊重知识,尊重人才;锐意改革,不断创新;构建机制,强化功能。
Efficiently developing and making full use of talent resources so as to strengthen the development of Heng Yang city is an inevitable choice by the ＂four requirements＂ which aim at accelerating the development of Heng Yang city. At present, in the city the tapping of talent resources still faces four difficulties. The way out of this troubled situation is to deepen our thinking, change ideas, orientate scientifically, clarify objectives, respect knowledge and talents, reform and innovate, build mechanism and stress its function.
