摘要
针对我国防洪的实际需要、完善洪灾补偿和救助制度,采用洪水保险制度取代蓄滞洪区运用补偿制度是必然的趋势。为了避免洪水易发区试行洪水保险小额理赔的发生,降低索赔成本、管理费用及保险费,增强保险人的竞争力及对被保险人的吸引力,引用保险精算技术中的无赔款优待模型研究了灾后保户索赔时的转移概率矩阵、保单分布状况及安全偿还费。
For meeting actual need of our country flood control,perfecting flood damage compensation and rescue system,the flood insurance system replacing the utilization and compensation system of flood storage and detention basin is an inevitable trend.However,from the practice of flood insurance,the cause of failure is various,one is payment of loss claims.On account of above analysis,in order to avoid lots of small claims and reduce claim cost and premium and enhance the competition force of insurer and the attraction force to insurant,the no-claim discount model of the insurance actuarial method is used to study transition probability matrix of insurant claim and distribution of policy and repaid fee of safety.
