摘要
本文从我省“八五”科研投入、成果产出及其应用入手,用定性与定量相结合的分析方法,分析了“八五”科研工作存在的低水平重复研究多、科研重点尚未转移到经济建设主战场等五个问题.提出了抓住机遇实现科研工作的战略转变,为科教兴育服务的五项对策与措施.
In this paper,having considered the input,out put,application and economic benefit by using the qualitative and quantitative methods, we have analyzed five existing problems of scientific and technical research work ,such as low level,too much repeated and not transfering the key point to the main battlefield of economic construction ,in the period of 'Eighth five' in Qinghai province. And put forward five countermeasures and steps to hold the chance,realize the strtegic transfer of scientific and technical research work and serve the promoting of Qinghai province by science and education .
