摘要
乡镇卫生院是农村公共卫生服务体系的重要组成部分,是农村全面建设小康社会的组织载体之一。通过研究乡镇卫生院现状,分析得出在全面建设小康社会中乡镇卫生院面临的主要问题有:发展环境日趋严峻;管理体制不顺,运行机制不活;人员素质偏低;服务质量难以满足农村居民的需要。提出如下建议:加大政府农村卫生投入,解除乡镇卫生院开展公共卫生服务的后顾之忧;优化乡镇卫生院布局,完善其服务功能;加强乡镇卫生院人才管理,提高人员素质。
The township health center is an important composing part of rural public health service system, and it is also an organization carrier in the construction of well-off society in all-round way in the rural areas. Through investigation and analysis of the status quo of township health centers, it is indicated that in the construction process of well-off society, that the main problems facing township health center faces are as follows： development environment becomes austere gradually; management system is not fluent, and operation mechanism is not flexible; the diathesis of employees is low; the health service quality can＇ t meet the demand of rural residents. We put forward the following suggestions： increase governmental devotion on rural hygiene to release township health centers from financing problems; optimize the layout of township health centers and enrich their service function; strengthen human resources management in township health centers and enhance the diathesis of employees.
