摘要
政府绩效管理是20世纪80年代以来通行于发达国家政府改革的重要举措,是政府改革一个有效的“助推器”。但绩效管理是植根于西方发达国家市场化、法治化行政生态的现代政府管理理念和方法,在我国这一特殊的行政环境中,实施绩效管理会面临一系列的障碍,本文对这些障碍进行了深入研究,并认为当前我国具有实施绩效管理的可行性,从而推进政府绩效管理在我国的实施。
Government performance management has been a popular practice in government reform in the developed countries and it is regarded as a"catalyzer"to promote government reform since 1980s'. However, as a practice originated from the West, it may bring about a series of problems when adopted in China. This paper analyzes the obstacles, then it states that there are feasibilities to implement performance management.
