摘要
外国利益集团在美国进行院外活动是美国政治中的一个特殊现象。美国分立、制衡的政治体制,政党衰落及利益集团的兴起,美国外交决策的多元性、复杂性,外交政策执行的分歧性等使外国利益集团能对美国的对外政策施加影响。台湾当局正是利用这一点,通过各种机构、代理运用多种手段来对美国国会进行游说并在美国的对华政策上施压,致使中美关系波折不断。
Foreign interest groups go lobbying beside the U.S Congress is a special phenomenon of American politics. America＇s system of separation of powers, Party＇s decline and the interest group＇s rise, American foreign policy＇ s pluralism and divergent, all these factors make foreign interest groups to exert influence on America＇s foreign strategy. Taiwan interest groups through all sorts body, organization and agent, utilize various means to go lobbying and exert pressure on American strategy for China. Just these lead to the relationship complicated between China and America.
