摘要
部门预算、国库集中支付、政府采购三项制度改革,促进了水利资金的规范管理。水利财务管理必须转变工作职能,多方筹集资金,加大对水利投资,同时要加强财会基础管理,重点加强基本建设财务管理。
The three regulation reforms, the official budgeting, centralized payment by the national treasury and the government collective purchase, have promoted the standard management of the water conservancy funds. The management of the finance must change its working function and efforts should be made to raise funds in order to put greater investment into water conservancy. And at the same time, the financial basic management, especially the fundamental construction financial management, should be intensified.
