介绍了工程量清单标底的编制原则、编制依据及编制程序，并对工程量清单下标底的编制方法和步骤进行了阐述，提出了标底编制时需注意的问题，最后对标底的审查进行了分析，以提高工程量清单计价的水平，保证标底的质量。
It introduces the regimentation principle, regimentation bases and process of quantity list pre-tender and represents the regimentation methods and regimentation steps, then it brings forward the problem needing attention, at last it analyzes the audit of pre-tender.
