摘要
我国道路客运市场运力供应大大超过需求,已经成为道路客运市场的普遍问题,由此造成运输效率低下,恶性竞争,市场秩序混乱等等。通过四川省道路客运市场准入制度的改革,根据道路客运行业的特点,按照产业组织政策的要求,建立和完善一整套客运线路经营权招标投标制度,规范市场秩序,实现有序竞争。试行结果表明效果良好。
In China. the quantity of transportation is lower than capacity, which causes inefficiency and low economic results. The main reason of this problem is that the current market admittance system does not fit to the development of highway transportation. According to the feature of highway transportation and the demand of the organization of industry, the reform of market admittance system and a public bidding system should be set up for the right of routes to realize ordered market and effective competition.
