摘要
我国缓刑的适用范围过大,实质条件不够明确和具体,监督和管理效果较差,致使缓刑制度不能发挥其应有的作用。完善缓刑适用制度,一要加强立法,明确缓刑适用的条件;二要加大监督,建立完善的保障措施。
At present, the scope of the probation application system in China is oversized, and the supervision and management effect not good, which results in the incomplete fulfillment of the present system. To perfect the system, we can enhance the legislation system, make clear the condition of applying it, and at the same time, enlarge the supervision scope and establish perfect guarantee measurement.
