摘要
管理的基本层次是人管人、制度管人、文化管人三个层次。文化管理是基于“人的价值观”和“人的情绪”的管理。文化管理以学习型组织的构建、自我控制的实现、自动自发的状态、以人为本的管理理念为基本特征。大学实施文化管理的基础在于大学的物质文化、制度文化和精神文化的建设以及学习型组织的构建。
The three basic levels of management are: managing people by people, by rules and regulations, and by culture. Cultural management is based on people' s values and feeling. It is characterized by the establishment of the learning organization, the realization of self- control, the management concept of "putting people first", etc. So, implementing cultural management in colleges and universities calls for developing their material culture, institutional culture and spiritual culture , as well as building the learning organization.
