摘要
在论述我国铁路建设项目管理体制现状和不足的基础上,针对铁路建设项目管理中业主的地位和项目前期规划阶段的重要性进行了进一步分析。明确和统一业主或其代表的身份,是铁路建设管理体制改革的症结。加强前期规划尤其是设计过程管理和控制,是进一步提高铁路建设管理水平与控制建设投资的关键。
Based on the discussion of system present state and shortage for national railway construction project, building owner＇ position and importance of project prior planning were analyzed. The important thing in railway construction management system reformation is to uniform the status of building owner or his representative. Strengthening management of design process is the key for increasing the railway management level and controlling construction investment.
