京杭运河徐扬段是国家北煤南运的水运主通道,近年来堵航问题严重,徐洪河是一条与京杭运河徐扬段平行的航道,航道定级为五级,是理想的分流航道线路,可与京杭运河徐扬段实现大小船分道行驶,提高京杭运河徐扬段通过能力。根据京杭运河徐扬段货流密度及发展预测,按先通后畅原则,分期建设徐洪河(含房亭河)以满足京杭运河徐扬段的分流需要。
