摘要
高等教育中介组织的建立是协调高校与政府、高校与市场之间的关系,完善高校自身制度建设和提高管理专业化的需要。作为高等教育中介组织,高校人才交流中心应成为独立运转的法人实体,并应具备辅助决策功能,人力资源开发功能及人力资本运作功能。
It is necessary that the intermediary body of higher education be set up to harmonize colleges and universities with the government and the market, to perfect their own system building and to enhance professionalization of management. Being an intermediary body, the talents exchange center in colleges and universities should be a legal entity running independently, having functions of aid decision making, human resources development and human capital operation.
