摘要
新公共管理是20世纪70年代以来的“行政改革”浪潮中的重要实践和理论。由理论基础、核心价值与思想、操作规则与手段三个层次构成,学者们围绕这三个层次对其进行了广泛的批评。上世纪90年代以来的治理对新公共管理的三个层次进行了超越与替代。
New public management is,since 1970s,the important practice and theory corresponding to the wave of “administrative reform”. It is composed of theoretical base, key value and ideology, and operation principle and means, which receives wide-ranging criticism from scholars. The administration and rectification since 1990s has surpassed and replaced the new public management in all the three layers.
