摘要
黑龙江省经过20多年的改革发展,取得了世人瞩目的成就,但在体制转变的过程中依然存在着改革的具体措施不配套、不规范、国有企业发展缺乏国家支持等诸多问题。应该按照先改制后改造、先调整后改造、先招商后改造的程序,采取国有企业主辅分离改制、加快制度创新、制定相配套的法律、法规和可持续发展政策等多种措施,探索改革的有效途径,促进全省国企改革向纵深发展,加快东北老工业基地的振兴。
Heilongjiang province passes through reform development more than 20 years, has obtained the achievement which the common people focus on, but it still exists some questions in the process which the system transforms for example, the concrete measure is not necessary, not standard. The state owned enterprise＇ s development Lacks the national support and so on many questions, should defer to the procedure which first changes the system then transforms, first adjusts then transforms merchants then transforms, adopts the strategy to change the system of the separation to the owner and auxiliary, to speed up the system innovation, formulate the necessary laws and the regulations and sustainable development policy and so on many kinds of measures, explode the effective way of reform, promote the reform of the entire province＇s state- owned to depth development, speeds up the promotion of the northeast old industrial base.
