摘要
《管子》一书的立论主旨是主张德法兼用,德法并重,强调要以法治国,法律高于一切,执法公正,执法从严。同时,也非常重视礼义等道德规范对民众的教化功能,充分认识到人民在国家社会政治生活中的重要地位,要求采取有力措施,为民兴利除害。德治与法治相辅相成,互为依托,共同作用于治国理民的终极目标。
The country is governed by kindness and law is the main argument in Guan Zi. It emphasized that the state should be governed by law, the law is the most important policy in a country and must be carried out impartially and strictly. In the same time, GuanZi pays great attention to the educated function of feudal ethical code and righteousness on the people, recognizes fully people＇s important status in state politics, claims taking forceful measures to undertake what is beneficial and get rid of what is harmful for people. The governance by kindness and law mutual support are all to fulfill a function in the government of people.
