摘要
住房保障的准公共产品性质决定了政府在住房供给中扮演着重要角色,但政府机制自身的局限性也决定了政府在住房保障中作用的有限性,一个完善的住房制度,是住房市场机制与住房保障制度的有机组合。高效的住房市场解决住房产业的运行效率问题,完备的住房保障制度解决社会的公平问题,两者缺一不可,只有彼此相互协调、相互促进,才能使整个社会的住房问题得到以妥善解决。
The nature of quasi-public product of housing security determines the important role of the goverment in house supply. But the limitation of governmental mechanism also determines the finitude of the role of the government in housing security. A perfect housing system is the organic integration of house market and housing security system. An effective house market solves the problem of the operating efficiency of housing industry and a perfect housing security system solves the problem of social equity, both of which are essential. Only by their coordinating each other and promoting each other can the housing problem of the whole society be solved properly.
