Books exchange between Chinese and Russian governments from 1844 to 1845 is a significant event in the history of Sino- Russian cultural communication. Russia' s claim for Kangyur and Tengyur in Tibetan lied directly in the fact that V. Vasiliev, a member of the 12th Russian Orthodox Mission in Beijing, learned Tibetan language and studied Tibetan Buddhism. A year later, Russia accepted the suggestions of P. Tugarinov, foreman of the Mission, and presented China back with books. The Qing government gave the Mission Tibetan Kangyur and Tengyur of Pekin edition as a gift. With the help of the missionaries, Feudatory Affairs Office started to sort out the books presented by Russia, which could not be made full use of by the Chinese. But the books given to Russia by the Qing government contributed to the study of Tibet - Mongohan culture and Buddhism in Russia. Because of the Qing's pohcy of pacifying the remote and alien and the Mission's diplomatic function, this magnificent cultural event, which should have contributed to a mutual understanding between China and Russia, was inevitably covered with a political color.
