摘要
西部开发,建设西部地区小康社会,生态保护与环境立法要先行。面对西部地区自然条件和生态环境的现状,建立、健全环境保护法制体系,有针对性地对突出的生态环境问题规定具体的防范与治理措施,对于处理好西部地区公民的环境权、生存权、健康权、发展权之间的关系,建设小康社会及生态保护,走可持续发展道路等具有积极的现实意义。
Ecological protection and environment law has precedence over developing and construction well - off society in Western areas. Facing the current situation of natural and ecological environment in Western places, people should set up regular law systems. Being aim at prominent problems, people should take effective measures in order to deal with citizent＇right to environment, subsistence, health and development efficiently.
