摘要
突发公共事件有很强的社会特性,其种类繁多、涉及面广,易激发各种社会矛盾。突发公共事件的应对是一项社会工程,需要构筑由政府主导、社会各界共同行动的社会参与机制;需要实现跨行业、跨部门相关资源的协同运作;需要相关立法来保障社会共同体的根本利益。有效应对突发公共事件,不仅要提升政府的管理能力,强化“问责制”,同时还要注重社会危机教育与国民身心健康建设。
Public emergencies in all kinds have strong social features and may activate all kinds of social contradictions. Dealing with public emergencies is a social project that needs a mechanism led by the government and involved by all aspects of the society, a coordinated operation of related resources in different trades and departments, and related legislation to guarantee the essential interests of the community. To effectively deal with public emergencies, it is necessary to raise the government's administrative capacities and strengthen 'accountability system', and at the same time attention must be paid to the education of social crises and the construction of citizens' spiritual health.
