摘要
西部要提高农民生活水平、保持社会稳定、实现城乡一体化及可持续发展，必须重视农村剩余人力资源开发。针对现实条件，西部农村剩余人力资源开发的主要措施有：建立劳务型企业和职业介绍机构；构建农村剩余人力资源培训体系和培训模型；建立城乡劳动保障就业服务体系。
The western region in China must attach importance on the development of surplus human resource of countryside in order to enhance the living level of peasants, maintain social stability, achieve the integration between city and country and sustainable development. Aiming at present condition, the main measures for developing surplus human resource of western countryside are： building working enterprise and vocation introduction organization; constructing training system and training model for surplus human resource; establishing employment service system for working assurance in town.
