摘要
改革开放27年,我国经济立法调整的范围日益完备、立法程序日趋严密、立法的适应性和操作性不断增强,呈现出国家主导性、循序渐进性和完全自主性等时代特色。立法过程注重集思广益、经济法律制度的设计既立足本国国情又汲取外国先进经验、立法体制的一元领导与多级分权结合为经济立法的不断完善奠定了坚实基础。
It has been 27 years since the beginning of our reform and opening to the world. As far as the economic legislation is concerned, its regulative range is increasingly mature, legislative procedure more rigorous and legislative adaptability as well as maneuverability better. It takes on the era features of dominance of the state, step-by-step progress and complete self-determination. During the process of the legislation, much attention has been paid to drawing on the wisdom of the masses. The design of the economic legislation and institutions not only bases itself upon the situation of our country, but also positively draws advanced foreign experience. The legislative system shows the characteristic of combining the unitary leadership and multilayer decentralization of power. And the gradual perfection of the economic legislation is firmly based on all the above features.
