摘要
哈尔滨市农业高新技术在园区建设、科技创新能力、促进农业产业结构升级、带动农副产品精深加工企业发展等方面取得了很大的成绩,但在科研体制、研发资金投入机制、科研成果推广渠道、农业科技人才培养等方面仍存在不足,制约了哈市农业高新技术的进一步发展。针对存在的不足,从农业高新技术发展的指导思想、园区发展模式、以市场为导向的体制建设及发挥农业科技的比较优势等角度提出了相应的对策。
The high and new technology of agriculture has made much progress in the aspects of zone development, innovation ability, agriculture industrial structure upgrading, and deep promoting deep processing businessing etc.. However, in the aspects of R＆D such as funding mechanism, result expansion, personnel training etc. there still exsit many problems, which restrict the further development of high and new agricultural technology. The paper presents a series of countermeasures guiding thought, zone development mode, system development in order to build market - oriented system and competitive advantages.
