摘要
国务院发展研究中心课题组《对中国的医疗卫生体制改革的评价和建议》的研究报告一经发表,似乎为20多年中国医疗卫生体制改革作了定论。此论在社会公众层面引出一片认同之声,而在医疗卫生行业内部、学术研究领域甚至政府管理层面不同观点纷至沓来。对中国医疗卫生体制改革是成功抑或失败的评判不能建基在情绪化的认知之上,必须做认真、深入的研究分析。对中国医疗卫生体制改革的目标来说,改革是成功的,失败在理念。
Since the research report ‘Evaluation and advice to the medical Development and Research center of State Department has been published, it sanitation system reform of China＇of passed a verdict upon twenty years＇ Chinese medical sanitation system reform. And this conclusion received comprehensive consent in public, it also brings different views from the interior of medical sanitation, fields of science and research, and government administration. The successful or unsuccessful conclusion to Chinese medical sanitation system reform should not be drew on the basis of emotional perceive, must on the deeply earnest research and analysis. When you consider the goal of the health reform in china, you cannot help but admit the reform being successful, whereas the ideas of the health reform was wrong.
