摘要
日本的产业政策果真如我国所宣传的那样,是成功的范例吗?在回顾了学术界的一般性评价,并从政策设计、重点产业选择标准及制定依据等方面考察了产业政策的合理性之后。特别是根据事实对产业政策的实施效果进行了重新评价和分析,得出的基本结论是:日本的产业政策并非卓有成效,它不是日本经济发展成功的要素。这个结论启示我们必须加快推动中国的市场化经济改革。
Are the industrial policies of Japan as successful a model as they are publicized to be in China？ This paper, after a review of the general opinions of the academic circles concerning the relevant issue, has conducted a close study of the rationality of the country＇s industrial policies from such perspectives as policy formulation, key industries selection standards and the basis for setting up these standards, with special stress laid upon a positivist reappraisal based on case studies of the implementation effect of the said industrial policies. The fundamental conclusion of this paper is that the industrial policies of Japan are not at all as successful as they seem to be and that they have never been the key factors that have made possible the successful development of the economy of Japan. It is hoped that this conclusion will be able to tell us that the market economy reform of China must be accelerated.
