2006年1月26日，新华社及各大媒体同时报道国务院总理温家宝1月24日主持召开国务院常务会议，审议并原则通过《中西部地区基层派出所、乡镇司法所、人民法庭建设规划》，会议听取了发展改革委关於中西部地区“两所一庭”建设规划情况的汇报。会议指出，公安派出所、乡镇司法所、人民法庭是政法机关维护治安、服务群众的最基层单位，在维护社会稳定、构建和谐社会方面发挥重要的作用。为加强中西部地区基层“两所一庭”基础设施建设，从2004年到2008年，中央安排74亿元资金，用於解决西部地区公安派出所、中西部地区乡镇司法所和人民法庭无房和危房问题，改善工作条件，为更好地履行执法任务奠定基础。
