本文阐述了石油化工基本建设企业最重要和最基本的技术经济文件之一──“施工技术措施”的重要作用，系统介绍了“施工技术措施”的基本内容、编制方法和贯彻实施，并对存在的问题及改进对策进行了探讨。
This paper presents the importance of 'the construction technical measures' which has been one of the most foundation and important conditions for petro-chemical enterprises, introduces its main content, editing procedures and the practices, and discusses how to solve the current problems and improve it.
