摘要
农村基层干部执政能力的强弱直接关系着农村的改革、发展和稳定,关系着党在农村执政地位的巩固。当前农村基层干部队伍总体素质较低,能力不强,干部队伍结构陈旧,腐败现象严重。针对这些问题必须建立农村基层干部的培养培训制度,提高农村基层干部的素质和能力,完善村民选举制度及其配套的制度,树立农村基层干部的威信,建立健全农村基层干部基本生活保障机制。
The governing capacity of the cadres in rural area is of vital importance to the reform, development and stabilities of the area and has effect on the consolidation of the Party’s governing position. The holistic quality of the cadres in rural area is weak, with the result that the cadre system is out-of-date, the talent is lack of creativeness and some cadres are involved in corruption. In dealing with these problems, it is necessary to establish the system for training the cadres aiming at improving the capability of the cadres in rural areas. It is then compulsory to perfect the election system in the village to establish prestige among the masses and to construct the guarantee system of basic living for the cadres in rural areas.
