摘要
在城市规划管理中,公众既是批评者,又是创造者。要提高城市规划管理的科学性、严肃性、实效性,就必须更新观念,健全法制,创新技术,合理引导,加大公众参与城市规划管理的力度,实现真正的公众参与。
In urban planning management, the pubhc is both the critic and the inventor. To enhance the scientific and serious nature as well as the actual effect in urban planning management, we must renew the idea, perfect the legal system and innovate the technology. We must reasonably guide and enlarge the public participiation in the urban planning management and finally realize the true public participation.
