摘要
合理确定人口疏散比例是进行人防工程需求分析的关键,人防工程规划应该把户籍人口作为人口基数。为保证人防规划在城市空间布局上能与总体规划相衔接,应结合行政区划进行人防防护分区规划。人防工程建设应与城市地下空间开发相结合,人防工程建设总量的确定应根据过去的人防工程发展速度进行预测。编制人防规划必须有强制性条文的内容,以弥补人防法规的欠缺。
Ensuring the proportion of population evacuation reasonably is the key to analysis of the demand of urban civil air defence works.The planning of the civil air defence works should take the registered permanence residence as the population base.In order to ensure that civil air defence works is compatible with the master plan in terms of spatial layout of the city,it should make a subdivision plan for civil air defence works combined with administrative divisions.The construction of civil air defence works should be combined with the development of underground space of the city,and Its gross should be forecasted according to the development speed of the civil air defence works in the past.It should have compulsory stipulations while planning the civil air defence works so as to make up for the deficiency in the rules of law for civil air defence works.
