摘要
要实现我国现代化建设的宏伟目标，关键是要实现具有全局意义的两个根本转变。而实现这两个根本转变，一个重要的问题就是深化财政改革，特别是财政体制的改革。
Abstract The two basic conversions are critical for us to realize the magnificent goal of our modernized construction. Therefore, the important problem is to perform the financial reform, especially the reform of financial system. By doing so, these two conversions can be carried out.
