摘要
行政事业单位国有资产管理中存在的诸多问题固然是由体制因素造成的,但盲目地变革体制,效果并不好。本文主张从澄清认识开始,具体分析造成两类资产管理体制不适应的根源差异,分别确立各自解决方案的重点,然后再辅以体制的重理和操作层面机制的重塑,有重点、分层次、全方位地解决问题。
It is the malady of the system that arouses the problems of assets management in governmental sector and NGO. The result, however, will not be desirable if the system is changed blindly. The writer argues that work should begin with clarifying the understanding, analyzing the different causes leading to the malady of the system, and giving key solutions to each kind of the assets separately. The problems then could be settled gradually and completely with the help of rebuilding the system and mechanism.
